The IACUC 101 Plus Workshop will be held virtually over 2 six-hour days on April 1 and 2, 2025. This workshop explores IACUC fundamentals appropriate for new and seasoned IACUC members, IACUC affiliates, and individuals responsible for their institution's animal care program. The course provides a basic yet comprehensive overview of the laws, regulations, and policies that govern the humane care and use of research animals. The USDA, and OLAW will have representatives present to provide guidance on compliance issues and to provide agency updates.

AWIC Updates and Workshops- Meeting the Requirements of the Animal Welfare Act

• On Demand Workshop (Ongoing, Virtual) 

Want to learn how to conduct a literature search for the 3Rs (replacement, reduction, and refinement of animal use) in 2025? The Animal Welfare Act (AWA) regulations require principal investigators to provide Institutional Animal Care and Use Committees (IACUCs) with documentation demonstrating that their activities do not unnecessarily duplicate previous experiments and that alternatives to procedures that may cause more than momentary pain or distress to the animals have been considered (9 C.F.R. § 2.31 (d)(1)(ii-iii)(2024)).  

The objectives of the workshop are to provide: 

• An overview of the AWA and its regulations as they pertain to considering alternatives;
• A review of the 3Rs (replacement, reduction, and refinement of animal use) alternatives concept and examples;
• Guidance for where to find 3Rs literature and resources;
• Instruction on database literature searching techniques (e.g. search syntax); and
• A demonstration of an alternatives literature search.

Outline Format Option for Semiannual Checklist 

In response to community feedback, OLAW has adjusted the semiannual program review and inspection sample checklist to be organized in an outline format, rather than bullets. This was done to reduce administrative burden for IACUCs and administrators when referring to specific parts of the checklist in correspondence and reports. Hyperlinks and typos were also corrected. There were no substantive changes to the content or overall organization of material in the list.  

The new format is available on the OLAW website on the Semiannual Program Review and Facility Inspection Checklist webpage, in the same location as the previous version. The old bulleted format can still be requested by sending an email to [email protected]. 

As a reminder, OLAW offers the sample checklist as a service to the community, but use of this specific document is not required. Institutions are encouraged to amend it as necessary to reflect institutional programs and needs, and they may also develop their own checklist. However, if the checklist is modified, it should be periodically reviewed to be sure that relevant topics are considered as the animal care and use program changes.

May 4-8, 2025 | In-person | Memphis, TN 

The Institute for Laboratory Animal Management (ILAM) is a fully immersive, intensive management and leadership training program organized by AALAS. It was developed to provide instruction in management concepts that is applicable to the laboratory animal science industry and to enhance communication, team building, and networking among colleagues with mutual interests. Upon completion of the two-year program, each student will receive a certificate recognizing successful completion of the program. Class topics vary from year to year depending on the needs of the industry and the requests of the students.

Join us for a continuation of the Case Studies conversation! Back by popular demand, this is the third in a series of interactive sessions on change management. This session will discuss more scenarios from the list you voted on in last week’s session. We will again be joined by Elaine Kim, B.S. CPIA, Sr. Technical Professional, KBR/Wyle LLC, who will provide insight into change management strategies and practical challenges in IACUC administration. 

In response to participant feedback, we will be having a slightly shorter session this time and might not be able to get to all of the remaining scenarios. 11th Annual 3Rs Symposium Recordings Available 

Recordings from the 11th Annual 3Rs Symposium, held in September, are now available on the USDA Animal Welfare Information Center (AWIC) website. Discussions include microphysiological systems, animal/organ sharing, optimizing animal breeding, research design and statistical strategies, and other related topics.

The University of Washington will be hosting a symposium on replacement, reduction, and refinement in an academic program. The event will feature a keynote address by Dr. Lisa Levin, a leading advocate for the 3Rs, titled “Diplomacy, Policy, and Money: Packing Essentials for the Road to NAMsVille.” You’ll also hear from the winners of the 2024 3Rs Pilot Awards, who will showcase their innovative work on advancing refinement, reduction, and replacement. OLAW welcomes Andrew Collins, MPH, to the Division of Assurances 

We are excited to welcome Andrew Collins into the Division of Assurances as a Program Analyst. Andrew earned his Bachelor of Science in Exercise Science from Auburn University and his Master of Public Health (MPH) from The George Washington University’s Milken School of Public Health. Prior to joining OLAW, he was a Medical Terminologist at Truveta. Prior to Truveta, Andrew was a data analyst with Microsoft. Having worked primarily at the intersection of artificial intelligence, machine learning, and human healthcare, he is excited to learn more about and work in the laboratory animal science field. Outside of work, Andrew enjoys cooking new recipes, is a competitive powerlifter, and loves watching baseball, football, and Formula 1.

OLAW Webinar: Disaster Preparedness and Response 

September 26, 2024 | 1:00-2:30pm ET | Virtual 

Join us for a practical discussion on disaster preparedness and response, including in-the-trenches experience from a seasoned expert! Dr. Michael R. Holbrook, PhD, is the Associate Director for High Containment at the National Institute for Allergy and Infectious Diseases (NIAID) Integrated Research Facility (IRF) at Ft. Detrick in Frederick, MD. He is the current chair of the NIH High-Containment Task Force, as well as been involved in the development and activation of three BSL-4 facilities. 

Prior to his current position, he was the Director of the Robert E. Shope BSL-4 Laboratory at the University of Texas Medical Branch and the Emerging and High-Risk Pathogens (BSL-4) Core of the Galveston National Laboratory in addition to running his own research program focused on emerging and re-emerging viral diseases. While there, a key consideration was the annual threat of hurricanes that could impact the barrier island which has an average elevation of 7 feet above sea level. During this time, hurricanes Katrina and Rita came close to the island and hurricane Ike made a direct hit. Disaster planning and preparedness played a critical role in the ability to reduce storm impact.

IACUC 101 Plus Virtual Workshop 

October 1-2, 2024 | Virtual 

The next IACUC 101 Plus Workshop will be held virtually over 2 six-hour days on October 1st and 2nd, 2024. IACUC 101 “Plus” virtual program is 2 days of didactic and interactive educational opportunities for both new and seasoned IACUC members, IACUC affiliates, and others who contribute to their institution’s animal care and use program. The "Plus" portion of the program includes additional Wildlife and Post Approval Monitoring modules and updates from USDA and OLAW. Didactic sessions address institutional responsibilities, IACUC charges, relevant informational resources, animal welfare laws, regulations and policies, and best practices. Students also are challenged to consider, deliberate, and develop action plans for a variety of potential IACUC scenarios. The course includes Q&A sessions with representatives from USDA and OLAW. 

Registration is $75.00. This course is RACE approved for 12 hours. This registration will close at 11:00pm Eastern time September 24.

About IACUC 101: The IACUC 101 Series is an educational program designed to provide IACUC members, administrators, veterinarians, animal care staff, researchers, regulatory personnel, and compliance officers information about the role and responsibilities of the IACUC, including an understanding of federal policies and regulations governing laboratory animal welfare. The next IACUC 101 Plus Workshop will be held virtually over 2 six-hour days on October 1st and 2nd, 2024.

IACUC 101™: “Plus” virtual program is 2 days of didactic and interactive educational opportunities for both new and seasoned IACUC members, IACUC affiliates, and others who contribute to their institution’s animal care and use program. The "Plus" portion of the program includes additional Wildlife and Post Approval Monitoring modules and updates from USDA and OLAW. Didactic sessions address institutional responsibilities, IACUC charges, relevant informational resources, animal welfare laws, regulations and policies, and best practices. Students also are challenged to consider, deliberate, and develop action plans for a variety of potential IACUC scenarios. The course includes Q&A sessions with representatives from USDA and OLAW.

Registration is $75.00. This course is RACE approved for 12 hours. This registration will close at 11:00pm Eastern time September 24.

If you are a current member of the IAA, you may attend the IAA Best Practice Meeting at the reduced rate of $235. Individuals that are non-members or those with expired memberships are asked to provide $335 in support for each meeting they attend.

Join us for a practical discussion on disaster preparedness and response, including in-the-trenches experience from a seasoned expert!

Dr. Michael R. Holbrook, PhD, is the Associate Director for High Containment at the National Institute for Allergy and Infectious Diseases (NIAID) Integrated Research Facility (IRF) at Ft. Detrick in Frederick, MD. He is the current chair of the NIH High-Containment Task Force, as well as been involved in the development and activation of three BSL-4 facilities.

Prior to his current position, he was the Director of the Robert E. Shope BSL-4 Laboratory at the University of Texas Medical Center and the Emerging and High-Risk Pathogens (BSL-4) Core of the Galveston National Laboratory in addition to running his own research program focused on emerging and re-emerging viral diseases. While there, a key consideration was the annual threat of hurricanes that could impact the barrier island which has an average elevation of 7 feet above sea level. During this time, hurricanes Katrina and Rita came close to the island and hurricane Ike made a direct hit. Disaster planning and preparedness played a critical role in the ability to reduce storm impact.

NIH is implementing multiple changes to forms and submission processes for funding opportunities with due dates on or after January 25, 2025. These administrative changes are meant to simplify, clarify, and ensure greater fairness for applicants throughout the application and peer review processes. The NIH has released two new Guide Notices that incorporate USDA updates to guidance on semiannual evaluation flexibilities for Animal Welfare Act (AWA)-regulated animals. These new Guide Notices will supersede prior versions. OLAW’s guidance on semiannual evaluation flexibilities that exclude AWA- regulated animals remains unchanged.

Guide Notice NOT-OD-24-076, Guidance on Flexibilities for Conducting Semiannual Inspections of Animal Facilities, incorporates these changes:

• For AWA-regulated facilities, the IACUC may use subcommittees composed of at least two committee members and may also invite ad hoc consultants to assist in conducting the inspections. More than one subcommittee may be utilized, such that different subcommittees may inspect different areas of a research facility. However, both members of any subcommittee must each physically inspect, at least once every six months, all of their designated areas of the research facility’s animal facilities, including animal study areas.
• Although subcommittees may perform the inspections, the subcommittee(s) must present their findings to a convened quorum of the IACUC for approval.
• The report to the IO must be reviewed and signed by a majority of the IACUC members. Digital and scanned signatures are acceptable. Alternatively, an email acknowledgement from the member(s) may serve as their acceptance with the semiannual report. USDA will also accept an email acknowledgement directly from the IACUC member in lieu of a digital or wet ink signature that states “This serves as my signature for the semiannual report (or related statement)”. These emails should be retained for the record by the IACUC.
• For areas housing AWA-regulated species, inspections must be physically performed; videos, photographs, written descriptions, or other remote methods are not appropriate.
